Right of Way Specialist   Tasks, Duties, & Abilities:

Estimates the market value of real estate being acquired and/or damaged as a result of a highway project, acquires real property interests and determines relocation benefits for Department of Transportation (DOT) projects.

Duties include, but are not limited to:

  • identifying which parcels in a highway project requires an appraisal by performing a market study and evaluating the impact to individual properties;
  • developing a scope of work by obtaining applicable data and identifying the real estate and property rights being appraised;
  • analyzing available market data to estimate the market value of the subject property before acquisition (the market value of that property is then estimated by studying the impact of the project to the physical property and the property rights that will remain after the acquisition);
  • the difference between the estimated value of the subject property before the acquisition and after the acquisition is calculated and allocated (this is to be used as a basis for compensation to the property owners);
  • preparing for the acquisition of parcels by reviewing and analyzing project information in the parcel folder to ensure information is complete, current, and relevant. Accurately verify parcel ownership, mortgages, liens, or judgments which may affect transfer of property;
  • acquiring title to real property needed for partial acquisitions and total buyouts to ensure all necessary property rights have been secured by the Department of Transportation prior to project certification deadline.

Senior Right of Way Specialist (Appraisal)  – Tasks, Duties, & Abilities:

  • estimates market value of real estate being acquired or damaged;
  • identify parcels that will require an appraisal by performing a market study and evaluating the impact to individual parcels;
  • calculate an offer of estimated just compensation;
  • develop scope of work;
  • determine market value of subject properties that are being appraised before the acquisition;
  • determine market value of subject properties that are being appraised after the acquisition;
  • allocation of the difference between Before Value and After Value to be offered to property owners as estimated just compensation;
  • perform waiver valuations for properties that will not be appraised as the acquisition is estimated to be of a lower value and uncomplicated;
    • values of the take and temporary easement are estimated;
    • improvements within the take and temporary easements are valued;
  • writing appraisal reports for complex appraisal problems due to changes in the property caused by a highway project;
  • recommending, accepting, or not accepting appraisal reports by conducting appraisal reviews to ensure the basis for just compensation is adequately supported, the valuation is credible, and reasonable, and the appraisal report is in compliance with state and federal regulations, policies, and procedures;
  • estimates preliminary project right-of-way costs by examining project plans and market data to ensure selection of the most cost effective option while maintaining public safety in selecting project options;
  • knowledge of real estate practices and principles (required);
  • knowledge of principles of economics, finance, and business.

Senior Right of Way Specialist (Acquisition/Relocation)  Tasks, Duties, & Abilities:

  • determine a value for just compensation for parcel acquisition by gathering, reviewing, and analyzing available data to support a fair market valuation;
  • prepare for the acquisition of parcels by reviewing and analyzing project information in the parcel folder to ensure information is complete, current, and relevant and to accurately verify parcel ownership, mortgages, liens, or judgments which may affect the transfer of property;
  • acquire property to real property needed for partial acquisitions and total buyouts to ensure all necessary property rights have been secured by the Department of Transportation prior to the project certification deadline;
  • determine estimated self-move costs of personal property that will be impacted to to transportation projects;
  • identify and calculate entitlements , any rent differential, down payment assistance, and/or moving costs for the displace (e.g., owner/tenant) that will be impacted by Department of Transportation projects;
  • identify and calculate entitlements (e.g., moving costs, re-establishment expenses, or fixed payment) for a business, farm, or nonprofit organization that will be impacted due to Department of Transportation projects;
  • conduct title research on designated parcels to verify parcel ownership and identify any mortgages, liens, or judgments for Department of Transportation projects that may affect transfer of property rights/title.

Work assignments are frequently performed outside and around highway traffic in all types of weather.

Frequent in-state travel with overnights stays will be required.

Occasional evening and weekend work will be required.

Specific vision abilities required by this job include close vision, color vision, distance vision, depth perception, peripheral vision and ability to focus.

Licenses and Certifications:

State Registered Appraiser, State Licensed Appraiser, Certified Residential Appraiser, Certified General Appraiser, and/or Certified Appraiser/Assessor is preferred but not required. Please attach copies of certificates of completion for any appraisal training (if applicable)

A valid driver’s license is required.

The Ideal Candidate Will Have:

A four year degree in real estate, accounting, business administration, finance, economics, construction management, or a related field and experience in performing real estate appraisals is preferred.

Specialized experience is defined as work that involves: (1) Interpret and apply regulations, laws and procedures specific to issues related to the construction and valuation of residential property; (2) Make sound decisions based on appraisal and construction knowledge and analytical results; (3) Conduct desk reviews of compliance inspection reports on newly constructed properties to ensure accuracy and compliance with construction exhibits.


Applicants may substitute education for the experience required to qualify at the GS-11 level: A Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

Job Summary

Coordinates and secures the acquisition of property in easements and fee titles necessary for highway construction projects. This is technical work conducting negotiations, deeds, and other documents from property owners for land to be used in County improvements.

Essential Duties and Responsibilities
