Assessing Appeals Specialist

Under the general direction of the Commercial Manager, the Appeals Specialist conducts case evaluations and recommends defense strategies; performs complex and technical narrative appraisals of commercial, industrial and special purpose properties; testifies and defends assessed values in Minnesota Tax Court; negotiates resolution of appeals with property owners, representatives and attorneys; responds to difficult questions or concerns; provides appraisal advice and general appeal guidance to commercial appraisers; provides excellent customer service; performs related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Real Estate, Finance, Economics or related field

AND

  • Two years’ experience in appraisal and/or assessment of real and personal property, which include the valuation of commercial property.

OR

  •  An equivalent combination of education and experience to total 6 years.

AND

  • Licensed Certified Minnesota Assessor (CMA) with Income Property Appraisal endorsement by MN Board of Assessors or Licensed Certified General Appraiser by the MN Department of Commerce

8. Develop computer spreadsheet applications and valuation models for CI appraisers; DCF models, Income and Comp sales market adjustment grids
9. Represents County Assessor at Board of Equalization meetings and meets with local elected officials on appraisal related matters
10. Investigates and reviews requests for reduction of valuation; makes recommendation to County Assessor regarding abatements and classification changes. Takes appropriate course of action

Right of Way Specialist   Tasks, Duties, & Abilities:

Estimates the market value of real estate being acquired and/or damaged as a result of a highway project, acquires real property interests and determines relocation benefits for Department of Transportation (DOT) projects.

Duties include, but are not limited to:

  • identifying which parcels in a highway project requires an appraisal by performing a market study and evaluating the impact to individual properties;
  • developing a scope of work by obtaining applicable data and identifying the real estate and property rights being appraised;
  • analyzing available market data to estimate the market value of the subject property before acquisition (the market value of that property is then estimated by studying the impact of the project to the physical property and the property rights that will remain after the acquisition);

  • knowledge of real estate practices and principles (required);

Senior Right of Way Specialist (Acquisition/Relocation)  Tasks, Duties, & Abilities:

  • determine a value for just compensation for parcel acquisition by gathering, reviewing, and analyzing available data to support a fair market valuation;
  • prepare for the acquisition of parcels by reviewing and analyzing project information in the parcel folder to ensure information is complete, current, and relevant and to accurately verify parcel ownership, mortgages, liens, or judgments which may affect the transfer of property;
  • acquire property to real property needed for partial acquisitions and total buyouts to ensure all necessary property rights have been secured by the Department of Transportation prior to the project certification deadline;
  • determine estimated self-move costs of personal property that will be impacted to to transportation projects;
  • identify and calculate entitlements , any rent differential, down payment assistance, and/or moving costs for the displace (e.g., owner/tenant) that will be impacted by Department of Transportation projects;
  • identify and calculate entitlements (e.g., moving costs, re-establishment expenses, or fixed payment) for a business, farm, or nonprofit organization that will be impacted due to Department of Transportation projects;
  • conduct title research on designated parcels to verify parcel ownership and identify any mortgages, liens, or judgments for Department of Transportation projects that may affect transfer of property rights/title.

Work assignments are frequently performed outside and around highway traffic in all types of weather.

Frequent in-state travel with overnights stays will be required.

Occasional evening and weekend work will be required.

Specific vision abilities required by this job include close vision, color vision, distance vision, depth perception, peripheral vision and ability to focus.

Licenses and Certifications:

State Registered Appraiser, State Licensed Appraiser, Certified Residential Appraiser, Certified General Appraiser, and/or Certified Appraiser/Assessor is preferred but not required. Please attach copies of certificates of completion for any appraisal training (if applicable)

A valid driver’s license is required.

The Ideal Candidate Will Have:

About the Position:
The mortgage lending environment is in the midst of evolving from legacy products and processes, to a more streamlined model. For example, traditionally, residential appraisers have been responsible for physically inspecting homes that they are appraising. Based on changing policies and service level expectations, the appraiser of the future will rely upon an independent third-party to complete the physical inspection, while the appraiser focuses their energy on analysis and report development. Primary Responsibilities:

  • Provides desktop appraisal services for lending institutions in compliance with USPAP, as well as other applicable state and federal guidelines.

  • Continually develop knowledge of market trends and property values in the division’s lending area.
  • Provide feedback to management for continuous improvement to appraisal systems and software.

Qualifications and Required Experience:

  • Bachelor’s Degree (preferred)
  • Active Appraiser license or certification as required by state’s regulatory agency
  • Be in good standing with the states in which appraiser is performing services
  • Ability to analyze and reconcile real property data, draw sound conclusions, summarize and document results
  • Ability to deliver clear and understandable results
